On September 16, 2026, the Ontario government sent a clear message to the province's 444 municipalities: prioritize Canadian goods and services in your procurement, or risk losing provincial funding. Premier Doug Ford put it plainly: "It's not an option. It's the law."
What changed
The Buy Ontario Act became law in November 2025, and its municipal requirements expanded in April 2026. Municipalities—which together spend more than twenty-two billion dollars a year on goods and services—are now expected to review their supply chains, flag non-Canadian purchases, and actively seek out domestic alternatives. Ontario's Minister of Municipal Affairs and Housing, Rob Flack, has warned that non-compliance could mean the province reconsiders funding, on top of other consequences under the Act.
We've been here before
Last year, our CEO, Dave Cord, called for exactly this kind of procurement reform, arguing that Canada invests billions in innovation through programs like SR&ED, only to watch government buyers choose foreign vendors instead of the homegrown technology that investment was meant to support. He pointed to a firsthand example: Avanti lost contracts to U.S. vendors in four Canadian municipalities, despite those same municipalities publicly championing "buy local" procurement.
Ontario's new enforcement doesn't undo that history, but it does support the argument: voluntary buy-local campaigns weren't changing procurement outcomes on their own, so the province moved from encouragement to a legislated requirement.
